Detroit is the most populous city in the state of Michigan. With over 600,000 residents in the city and over 4 million in the metro area, it is the 2nd biggest metro area in the Midwest. Beginning in March of 1999, Michigan started to phase in energy deregulation over a period of a year and a half. The plan was to slowly allow more and more residents access until the state was fully deregulated by June of 2000.
